Are you going to be overclocking or no because it will help me determine the CPU to put into the partlist

Also if you want a inexpensive but very good CPU cooler I don't know where you can find this in cannada but I used it in my Arctic Wolf build and it keeps the 95 watt AMD chip I have in that build nice and cool: http://www.microcenter.com/product/442926/Titan_Universal_CPU_Cooler

Im Thinking http://pcpartpicker.com/list/pBRbXH

Even Though it may be over by $100 dollars, The Total system wattage is a lot lower than the psu you want to use (unless if you already have the psu than you can easily hit $1400)

And this is probably the most proportionate PC list I could make due to price.

Spending well over half of the budget on the gpu means you are having to sacrifice in other areas. I would go with a GTX 1070 and get a better cpu, case, motherboard etc.

What monitor do you have by the way ?

Actually, i will transfer the 980ti i have in my signature to that pc and take the 1080 to the signature pc (i know it's weird)
