So I am abit behind, and just got around to upgrading to kali 2016 and the rolling repos.

I did a fresh install, which went well, I did have to update the source list, no problem as the guides are everywhere.

However, I now seem to have an issue with the repos or with my apt program. Any update or upgrade takes all of 2 seconds to read, my internet is slow so I am certain it is not able to check for updates that time and there aren't packages available for anything aside from what I have installed already. I don\t get any errors, merely 'no install' or 'no package' available

Fresh install (32bit)

I was able to get java from webupd8team, which makes me think its a repo issue

 

Added the rolling repos to the source.list, and I can ping the site

Ran apt-get upgrade and update(again took 2 seconds to say completed)

Ran the apt-get clear and --fix-missing and dist-upgrade commands and restarted, fixed nothing

Short of retreating to 2.0 or a new install I'm out of ideas. Thanks
