Haswell Refresh, because I have it and skylake's performance gains are marginal over

4th Gen, my logic around this is they will not release anymore refresh. on 6th Gen we will see more CPU to be release, hope no one quote me

 

and it will depend in your Country in the Philippines in some Area 4th Gen Price and 6th Price are really not in par.

 

and if your into use parts you can get cheap 4th gen.
