Download this:

And save it on to your usb

And yes you will need to buy windows. Don't worry you don't need to pay the full $100 but instead go onto reddit where windows 10 pro is usually around $40 and if you want you can go onto kinguin.net and get yourself a windows key for only like $25 and if you really want cheap you can go on to G2A and get one from those fishy sellers but would not recommend.

If you have already purchased Windows 10 you can use the product key three times. However if you upgraded your laptop from Windows 7 or 8/8.1 then you will need to either buy windows 10 or until July 29th use and existing windows 7 or 8/8.1 product key to activate it. To use a flash drive simply download windows media creation tool and make sure you have at least a 4gb flash drive. Hope this helps.

First question is if I have Windows 10 on my current laptop do I need to purchase Windows again for a new PC? Second how would I do this using a flash drive?

1 product key per system, is how the licensing goes.

OEM licenses of Windows (that is both: the OEM license that you buy in specialty computer stores (you pay less than retail price for a reason), and manufacture licenses (Dell, HP, Acer, etc) are non-transferable on the system it was first installed on... hence the lower price.

Retail license is the only one that you can transfer between systems, but remember it is still only 1 per PC.

Windows 10 Media Creation Tool from Microsoft, is the tool you need to download and run. This tool will get Windows 10 ISO, prepare your USB flash drive for making it bootable, extract Windows 10 ISO in it, and make it bootable.

You can get it here: https://www.microsoft.com/en-us/software-download/windows10/
