Yes

What cable? My PC was prebuilt and I wanna make another one but I don't understand this? Is there a specific wire that comes with the motherboard for the power button to work? Also how do you connect it to it, is it sensible to touch?

There are front panel connector cables already attached to your case. These are tiny plugs that have motherboard pins inserted into them, the pin array is commonly called "F_PANEL".

 

The front panel connectors will usually contain:

-HDD led + and -

-Power Switch + and -

-Power LED + and -

-Reset + and -

 

You should check your manual or the motherboard manufacturers website if you need to find out the orientation of these tiny plugs.

No the cable should be with the case coming from the button itself, as it is a prebuilt it may have proprietary io, dells use a 20/40 pin ribbon cable, and is not compatible with standard atx motherboards.
