My PC won't start up anymore

So some time ago I got an error related to Cabinet.dll, saying that it either was not made for windows, or that it was corrupted. I also got errors when I tried to install stuff, for instance when I tried installing Hamachi it said it encountered an error about a certain .dll file not working. Also when I tried updating my Nvidia drivers it said it encountered an error and had to stop. I tried for a very long time to fix those things, by getting ownership of System32 (perhaps a stupid idea) and replacing the Cabinet.dll file with one that I knew was working. After some time I replaced it, but I still encountered the same errors.

 

I then ran the sfc /scannow in an elevated command prompt, but that also gave an error. Some searching around told me that to fix that I had to run the command in Safe Mode, so I booted my pc into safe mode, and encountered this: 

 

It keeps doing this in an infinite loop. I restarted my pc to boot into normal windows, but it still did this. It made the normal startup sound you hear when you boot, and then it does the thing you see i the video. Any advice on what this could be would be very greatly appreciated.

OS: Windows 10 Pro 64x

Can you get into your BIOS?

 

Try to boot from a bootable USB or CD (see if the problem is with your Windows Installation)

 

If you can get into your BIOS then I suspect OS corruption either by human error or hard drive failure

I'd try getting a USB PenDrive and booting this machine into Linux, from there I'd check the HD for errors and confirm GPU etc is working well.

 

If hardware checks out, I'd do the only safe thing, which would be a re-install of Windows, removing the partition table, and re-creating it, and then formatting the empty space before installing Windows.

can you get into bios? if so do a fresh install of windows and check for hard drive errors before anything

Okay for some reason it decided that it now wants to start up. Getting the "Recovery" screen. It isn't giving me any options to do repair work so I'll try booting up.

 

EDIT: Nope. I'll try getting in my bios now.

Never seen any computer do the screen thingy that yours did. Are you sure you don't have ghosts in your place?

I can't get in my bios because my keyboard doesn't start up quick enough to press delete t.t

And also for some reason my pc hasn't made any restore points despite me telling it to make a restore point every time it starts up. I hate my computer.

I grabbed another keyboard and I got into the bios. Since this (luckily) isn't broken I'll reinstall windows. Thanks for the help
