I would get the 850 and run on the safe side.

I would get the SeaSonic M12II 850 SS-850AM or the SeaSonic X Series X-850 if you can afford it.

So I am planning to get a build with a 4670k, msi gd45 gaming, 8gb ram, an ssd, a hard drive, 2 7970s, and quite a few fans. I will be overclocking the 470k and also the 7970s. Should I get an 850 watt PSU or will 750 watt be enough, or should I go even higher?

Efficiency really only matters if you live in an area with expensive power, so if your power bill isn't a concern, don't worry.  While you can get the minimum to power it with a 750W PSU or something, the closer you are to that max, the more the PSU will be fighting to cool itself and the louder it will be.  I would give a 250W cushion to keep the fan curve down.

TL;DR  Even though people hate on "over-kill PSUs" it isn't that much more expensive, and by going about double what you need you get some nice advantages, but hey, if it isn't even the loudest fan or efficiency doesn't matter, then just get whatever is enough.

If you don't want to OC/expand 750W will do. Otherwise get 850W.
