GTA Microstuttering/hiccups issues

I'm having some trouble with GTA V. It seems to have microstutters and hiccups even with settings turned down. I have updated my graphics drivers to the latest version and still no luck. Any help would be greatly appreciated. Thanks!

CPU-AMD ATHLON X4 860K (OC to 4.2GHz)

MOBO: Gigabyte F2A78M-HD2

PSU: SENTEY XPS PLUS 725W 

RAM: Kingston HyperX Fury 1866Mhz 2X4gb (8gb total)

HDD: WD Blue 1TB

CASE: Corsair Carbide 100R

GPU: MSI Radeon R9 380 GAMING 4G
