Thermal paste on cpu bottom

I recently overflowed my cpu with cooler master thermal paste and was wondering if cooler master's thermal paste is conductive. I think I may of shorted my cup and fryed it if it is conductive since when I turned it on there was no post beep and my display did not show any bios
