You can tether wifi without phone service. If you want the full range of controls like a dedicated adapter, nope you won't get it. Because the phone has its own processor and will not be a slave device. Its not like you pgot Windows drivers for your phone's radio anyway. 

I am asking it because I want to run a virtual machine with kali Linux on it with a wireless adapter so that I have a wireless scanning etc. And want to be able to browse the internet through the host machine.
