Sooo the games are on a another drive?

You will need to reinstall your games since you reinstalled Windows.  If they are Steam games, this is a fairly easy process.  Just install Steam again, and set the library correctly (to where it was).  When you go to install the games, they will detect local files and be ready to go in no time, without the need to download anything.

You only ever had/have one drive?  Then the games don't start because they don't exist any more.  They were formatted along with Windows.  I don't know what you're even clicking on to get an error.  My original advice has not changed though: you need to reinstall your games.
