Looking for Precision XOC overclocking guide

Hey guys, looking if someone could write up a short overclocking guide for pascal in precision XOC, or even a guide from precision that can be adapted to XOC.

 

I'm running into an issue with my GTX 1070 where upping the target power limit is helping my clock speed, yet upping the clock speed offset does almost absolutely nothing. Furthermore, sometimes clock speeds will get up to 2011mhz when other times only up to 1800mhz, what's causing this? Gpu boost 3.0? And besides, what's the right way to overclock this card with XOC?
