Can there be a way to have a live chat feature?

This has been asked for many times and I'm sure answer still stands. There won't be no official live chat. Just moderation of it would be too much. And spam would be like Twitch chat during WAN Show. There are ton of unofficial chats, both text and voice based. Plus Twitch chat is always online even when stream isn't live.
