Rule of thumb more is better but don't get it all over your motherboard I'll link an LTT video on the subject in a second

Linus has already done a video on this...  As long as you have thermal paste, it matters in the realm of 1 degree c.  Just make sure you put enough, and not too much, and slap that heatsink on!
