For games before around 2005 its possible. Anything newer and it would take you out of Pentium 4 territory and straight to over budget. As it is even old LGA775 parts can be costly-especially the RAM. And LGA775 was used from 2004-2010.

What about refurbished parts

Even then its just not possible if your going to play games made within the last 10 years. As it is even a $300 gaming rig was a PITA for me to put together without going over budget-I was lucky that I was able to buy the Core 2 Duo E8500 for $15 and got given a video card.

If their sold that cheap then i assume they dont work anymore or are so old that they wont run any game.

If we are talking about gaming the the video card alone should be ATLEAST 200$.

but we still need a motherboard, ram, CPU, power supply, cpu fan, case, maybe case fans, mouse, keyboard, monitor.

Ok i guess their out of the question then

Yeah...you could always get an Original Xbox. They should be $50 with 2 controllers-as that's what its cost me (each) for 4 of them (except the chipped+skinned Xbox-that cost $200 as the chip is actually installed in a way that makes it easily replaceable and because of the shitloads of games on its 80GB HDD.

Yep, that should get you started-although if possible a second hand graphics card would be better in regards to price/performance. Also remember that the Athlon runs like more of an i3 than it does a quad core due to it having 2 modules (1 module being the same as a second gen i3 core with hyperthreading).

Looking at the side by side comparison (http://www.cpu-world.com/Compare_CPUs/AMD_AD740KYBI23JA,AMD_AD7600YBI44JA,AMD_AD860KXBI44JA/ ), the A6 7400K only has a single module and will be outright bad for gaming-the single module being why its so cheap. At the very least go with the A8 7600, although the Athlon is clocked a lot higher and can be overclocked-meaning it has the best value of all 3-and the R7 360 is quite a bit more powerful than the R7 graphics of either APU and doesn't rely on fast RAM (APU need it-the faster the better).
