I can grab a 6600k from a nearby microcenter for 200 so Id go with that route.

But is a 8350 to 6600k going to be a really noticeable upgrade?

Note that im running a gtx 970 right now.

That will raise the price to $350 or so... you do want a Z-Series board with that 6600K.  $270 (CPU + 3000MHz RAM) and then the Z170 mobo.

Oh so a 6600k cant use the same mobos as a 6500?

Any suggestions for a good Z series board for around 100?

You can use them on a H110, B150 or H170 board, but you lose out on the option for faster than 2133 MHz RAM and multiplier stepping.  The 6500 is not much worse than the 6600K at stock speeds.  There is roughly a 300MHz difference.

Spending the $50 more will prove to be beneficial as time goes on.

I have a 3570K at stock, waiting for the day I need to OC it.  I am comfortable with overclocking, I have the cooling... I just don't need the speed... yet.

Im running a Hyper 212 evo right now, if it keeps my oven of a 8350 cool id assume id be able to get a decent overclock out of an unlocked chip with it.

Yup.  You won't be able to push towards the limit of the CPU too far, but a moderate overclock should be easily handled by the 212.  Check databases for overclocks.  Lot's of people use the 212 EVO.  I would guess 4.2GHz - 4.5GHz (i5 6600K) would be a safe bet.
