Looking For Laptop Upgrade

I would like to upgrade my younger brother's laptop for his birthday soon.

Specs:

AMD E1 1200 APU At 1.6Ghz (2 Cores,2 Threads) With Integrated HD 7310

2GB DDR3L?(Not Stated)

500GB HDD

1366 × 768 Screen Resolution

This sucker cannot even run minecraft on 30fps on multiplayer and is almost 7-8 years old.It was passed down from my older brother to me then him.I had reset and deleted bloatware on the laptop.

Laptop was an old samsung unit as shown.(He Plays On The Floor,Deal With It)

I am looking for a laptop with a budget of around $1400-1600 SGD and able to run minecraft at 1080p 60fps.Since minecraft is the only game he has,why not make his gameplay better?

The reason i cannot get a pc is because the only desk has a pc already and the only space to play on left is a coffee table which is twice as wide and 4 times as long as the laptop shown.

Performance is crucial here.Design and build quality can be average,but performance must matter most as his only laptop was a bulky one and he is used to it.
