A quick google search, others appear to have had issues with that board limiting their maximum multipler as well. This was likely an intentional limitation on the older budget boards to encourage upgrading to the z77 platform.

I actually have my 3770k running on it right now at 4.7Ghz.

You could try contacting Biostar for support. If you cannot get an updated bios from them then you will likely need to replace the motherboard to overclock further.

I'd say the 4690k if you don't want to have to upgrade your RAM as well.

Have you tried turning it off and back on again?
