The laptop does not boot shell 2.31

My friend's laptop does not boot and he has the following screen:

He cannot format the system. 

CPU: Ryzen 7-3700x 4.4GHz, MB: ASUS PRIME B450M-A, GPU: SAPPHIRE RX 590, RAM: 16GB Corsair 3200MHz, SSD: 480GB Kingston HDD: 2TB WD Green, CHASSIS: CoolerMaster HAF 912, PSU: CoolerMaster Thunder 700W, COOLER: Hyper 212 Black Edition

EFI shell is a built in boot option that some motherboards have. It could mean that other boot devices are set lower in the boot priority or have all failed to boot.
