Hey guys I am looking to build a small compact PC that has enough power for my tasks while staying In my budget this what I would be using it for. will be watching 1080p videos and I will be running CPU intensive programs such as eclipse, Android Studio and I also plan on running Minecraft and Illustrator as well as for listening and fiddling with music. My maximum would be $600 but I would love to stay under $550 I would also like to include Windows in the budget. Also I would prefer to use this case with and external power supply.
-Case: Streacom F1C EVO Mini ITX HTPC Chassis

I know what you mean. The rules for the forum state not to tell people how to get pirated/Illegal software. Everyone does something harmlessly illegal once in a while.

This build has everything you need. I don't know exactly how much your case will be, but this takes you close to 600 without it. This build is weighted towards your request. its a CPU intensive build with enough GPU power to game (using the IGPU). This build gets you an i7 6700. This also accounts for the proper price of windows 10 64 bit. If you decide to go the cheap reddit route, its pretty simple to make this fit your budget. I gave you 16GB of RAM since you're going to be sharing system ram with your VRAM on your iGPU, also alot of CPU based programs scale quite well with more RAM.

Overall this build is cutting it pretty close to your budget, but it will not let you down.

On the off chance you are worried about the capabilities of your HD530 GPU, I've personally tested it and it is remarkable what it can do. I played games such as Tomb Raider (2013) at pinned 60 fps, WoW 25 man Mythics raids at smooth framerates, The division at 60 fps. I mean its a surprisingly good workhorse. it kicks ass at MOBAs and other similar games. It will do well with the minecrafts. (many of these numbers are given at low settings, but that means you also have headroom to up some settings if you're getting 60 fps on the low presets)

You're not going to be able to stress the HD530 too hard, you shouldn't be turning graphics settings wayyy up (in some games you still can though), and you won't be downloading the craziest graphical mods for your games either. But it should be more than enough for what you require.
