Bottlenecking

I would like to know if the following is correct: a CPU can ONLY bottleneck a GPU, when the CPU usage is HIGHER then the GPU usage.

So if the CPU usage is around 60% and the GPU usage is around 100% while I'm playing a game it's totally fine, right?

Uh no, not really, idk how to explain it properly, but you're fine, i mean if my i5 used to hit 100% and the GPU 100% its ok, i think its when  the CPU is being Overtaxed by the data coming from the GPU or something like that

if "totally fine" defines your cpu is not the cause of the bottleneck then yes
