I was wondering if 2.0 V memory would work with a CPU that supports 3.5 V memory?  It should, right?  Please help.

You got something wrong. Ripjaws V is not 2.0 VDC and the board nor the CPU do not support 3.5VDC RAM (whatever the hell that would even be) Anyhoo. Take a look at G.Skill website here: http://gskill.com/en/product/f4-2133c15d-16gvr Click on "QVL" for a list of supported motherboards. Your Krait is supported.

So, are my CPU, RAM, and Mobo compatible?

No memory or CPU that I'm aware of has ever used 3.5 volt or even 2 volt memory, and you certainly shouldn't be running DDR4 at that voltage.

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

If you can read this you're using the wrong theme.  You can change it at the bottom.

DDR2 actually ran at 2V (or 1.95) in most cases

That's odd, considering it was supposed to run at 1.8 and JEDEC suggested it never be taken beyond 1.9
