Normal Temps?

Yes that's correct I have 2 cmk16gx4m2b3000c15r, and my bad my ram is 1.35v

Maybe you are using too much or not enough thermal paste?

Does changing the fan speed affect the temperature?

What voltage are you using for the cpu (check with cpu-z for example).

 

Touch both tubes and see if one side is hotter than the other, touch the block itself to see if you can fell the vibrations from the pump.

Check if the block is mounted with enough pressure, if you try to wiggle it and it doesn't move it's good.

 

 

If all these things check out fine, then I'm stumped :(
