strangely, this always happens to me sometimes when i play battlefield 4. is this artifacting and is my GPU going to kick the bucket soon? what can i do to fix this...

this...looks like failing memory compression technique? I don't know if it's hardware related? I'm not even sure its that in the first place? 

This looks like something the game is pushing to your gpu, and not the gpu itself..

I would run a torture test with error checking

 

I usually use OCCT, but that doens't work on new platforms....so EVGA OC scanner?

This looks like something the game is pushing to your gpu, and not the gpu itself..

like bad system ram or bad VRAM on the GPU?

looks like something handled in the vram, but honestly it doesn't look like failing vram at all to me, that's typically very obvious. I think this is software side especially since one game causes it, but like I said test your GPU to take it out of the equation.

like this issue happens then i lose alot of FPS until i get 10 or 20 fps then it just flashes all these bright colors at me. when i relaunch the game it fixed the issue

no only bf4 all the other games i play dont do this randomly

I usually use OCCT but that may not run if you have newer hardware, so evga OC scanner is the only other gpu stress test I can think of with error checking.

If it's just B4 and you're certain (go run a few other things for at least 10 minutes to be certain), then I would suggest reinstalling the game.
