The fact that Nvidia GPUs overclock so much so easily, doesnt that mean that they're just shipping underclocked GPUs for thermal limitation reasons rather then the chip having a great OC potential?

 

Let's say you have a 980 TI with a stock clock of 1000 that overclocks to 1400. Isnt it rather that it should be clocked at 1200mhz but they decided not to do so because of thermal/power limitation. In the name of efficiency?

Not necessarily, it's more likely the base clock is merely the minimal achievable spec they can guarantee given the variance in quality chip to chip, otherwise they would have to discard a larger portion of their stock.

It's the specs they can garantee 

however they all ship with gpu boost 

which self overclocks the card to a decent amount ie my 980ti ships at 1000mhz but runs out of the box at 1355 MHz on both cards

and can then be pushed further with manual oc 

 

so they could pre over clock the cards but because there all different because of the silicon lottery 

It's safe for them to say there cards can hit 1000mhz but everyone knows full well when they but the cards they oc loads

 

but if they can't Oc them much they still hit the target on the box,

thats why everyone bangs on about the silicon lottery
