Why lol. About this, I could easily afford 1080s sli, but I went with 1070, and even it feels like an overkill for my use case (not going to do much gaming).

Buy stuff for its functionality and value, not epeen and bragging rights. If laptop works for you now then great, but it it's slowing you down or blocking you from doing some of the stuff, it's still better to get a pc now and upgrade in 2 years (a healthy time to upgrade) when better stuff comes out.

my amd athlon 28000 xp+,  fx 5100 agp is still running and that as made in 2003, noted it cant play thing pass F.E.A.R but its still fear lol

Well the thing is that Volta seems like it's gonna be a big step up from Pascal so I don't know if I should wait or not, especially because I have a fixed budget that if I spend at all, I can't put in more(long story), and if my laptop dies on me I will either have no computer at all, or I will have to get a Pascal card anyway, I'm also not thinking about the 1080ti but when that comes out it will be even more closer to the Volta release, not to mention Kaby Lake CPUs are right around the corner. What do you think? 1080 now and a 6700k, I wait a bit for 1080 ti and kaby Lake, or wait for Volta and whatever CPUs are out then(In the event that my laptop dies I can also make a pc that has the latest gen CPU so I can do school work at least and then put a gpu in later when Volta comes out).

Oh and it's not for bragging rights, it's because I will die inside if I don't get the best choice for my money.

As said, if the laptop doesn't slow you down with your work, then there's no reason to upgrade. I don't know how else to explain other than don't waste your money unless you really need a new pc. 

If you're still set on buying, depending on what games you play, at what resolution and if you use your gpu for other tasks. If you're using below 4K (1440p, 1080p, etc.), there is no need for the 1080, the 1070 should be more than enough to play most (all?) games at 60fps with maxed settings. If you're doing some intense gpu processing, you could get a 980ti at price below the 1070 (at least here in EU) and it will perform on par with 1070 in games and near the 1080 as far as the processing goes (see Hardwarecanucks' video if you don't believe me).  Sure if you have a monster 4K setup then you might need a better gpu, but without too much information, I have a hard time elaborating.

As far as cpu goes, again it largely depends on the use case. For just gaming, even the 6700k is overkill, the 6600k will suffice. Again, if you do some heavy processing (e.g. video editing etc.), you will benefit from a better cpu. Kaby Lake will be just a refresh update, I wouldn't expect too much from it. It will most likely be mid-high range consumer tier chips, except maybe the Kaby Lake's version of Broadwell-E. But if you need more compute power, you should look at workstation graded cpus, for example the Broadwell-E or older Haswell-E are both a good pick.
