Download MSI afterburner, setup on screen statistics to show you your CPU and GPU utilization, and make the call from there. Investing in a better GPU will definitely help, but whether or not it helps with ARK will depend on what's currently bottle necking you.

Based on what I can find though, your CPU should be sufficient to run ARK, so upgrading your GPU would definitely provide a large benefit.

i'd recommend seeing if there are any core 2 quads/quad core xeons used for cheap, an e8400 isn't enough for gaming. intensely low ipc and no extra cores to make up for it. for the gpu, maybe wait for the Rx 460, it should be at around the sane price and performs similar to the gtx 960/r9 380 while eating much less power.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W
