I have a OEM build from DELL, i wonder if i can use the Windows OS on that PC to my new build.

Does the Windows OS locks to my current OEM build?

It's possible to create a recovery drive of that PC and simply use it on another system

Sorry you can't. OEM licenses are locked to your motherboard. You cannot transfer it.

The product key is also stored on your UEFI chip.

 

Only retail license of Windows can be transferred from PC to PC.
