TV screen stretching help?

Turn off overscan in your TV settings, usually under picture.

So I have my Laptop also plugged into a TV and the screen is stretched too far. I have the resolution at 1080p and the icons on the outer edge of my desktop are out of reach, and so is the minimize, and exit buttons on chrome. How do I fix this? Sorry if this is an extremely stupid question.
