Which build is more better?

Maybe the DDR3 build but go with a higher speed RAM. Something close to 2400Hz.

If you could, it might be worth it to wait till the end of the month to buy the 8gb model of the RX 480 for $230, as it is rumored to offer performance similar to a gtx 980.

i'd recommend the ddr4 rig, but after some edits are done.

Both look good, I can not recommend the GTX 970, as they are last gen by now and NVIDIA cards simply don't age well at all. Especially with DX12 on the horizon. If you really don't want to wait for the prices of the 1070 to decrease or the RX 480 to hit the shelf, I can only recommend buying a R9 390 at that price point. They can be had for sub 300$ right now on newegg. (Especially the MSI one is a good deal at $289.99). it also comes with 8G of memory, which can really make a difference in modern games. Rather than this 3.5G business with the 970.

Both are flawed builds. But going for the latest CPUs (Skylake) doesn't hurt.
