Over the last week or so, I've noticed a fairly persistent buzzing from my desk area. Initially, moving my computer fixed it, so I assumed it was a vibration in the case. It's become a little louder lately, and moving the PC no longer fixes it, so I went through SpeedFan powering fans off and on to see if that was the issue. With all the fans on my PC turned completely off, the buzzing was still there. I ruled out anything else on my desk, including both monitors and my speakers, by unplugging them and checking to see if the noise stopped. I ultimately narrowed it down to my PSU. When I turned the PC off and started unplugging everything, I noticed that the PSU was surprisingly warm, but not hot by any means. After opening up the case (Thermaltake Core V21), I found that the screw holding the PSU mount in had loosened over time, as had a couple of the screws mounting the unit in. Not falling out loose, not even close to that, but there was some room to tighten them. I figured that would solve the vibration, checked that all my cables were in securely, closed everything up and came back into Windows. I ran a PSU stress test with OCCT 4.4.1, just 10 minutes to see if it heated up again. The voltage readings looked weird to me, so I opened up HWMonitor and SpeedFan to check them. HWMonitor agreed with OCCT, SpeedFan did not. Here's a screenshot, for reference:

Also of note: when I tried turning my computer onto its side last night (you can do that with the V21, no worries), I noticed that my temperatures all jumped by about 5C. That might have been going on a while longer, as I hadn't been checking until then. As of right now, my CPU is still idling around 35-37C for the most part.

 

Aside from a bad capacitor on the motherboard (doubtful), I'm not sure what it could be aside from a faulty PSU at this point. Am I right in thinking that the symptoms present and those voltage readings indicate a problem with my RM650i?

 

Hardware: i7-4790K (overclocked to 1.225v), Gigabyte GA-Z97MX-Gaming 5, EVGA GTX 960 SSC 4GB, WD Blue, Samsung 850 Pro, 16GB RAM. Windows 10 64-bit, BIOS revision F6. No Corsair Link, or this would be much easier, wouldn't it?

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Just installed and booted up. It's showing 12v at 12.20, 5v at 5.00 and 3.3v at 3.30. Operating at 37.5C. That leaves me stumped again.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.

Yeah, me neither. Not high pitched enough to be coil whine. It sounds almost like the hum a ceiling fan motor makes, but my ceiling fan and light are turned off to eliminate competition. I might just have to bite the bullet, pull out the RM650i and try an EVGA power supply instead to see if it's still making the noise. If it is, I have to assume motherboard (and hate my life accordingly).
