Seems normal.
My 6700k runs roughly around 34-37°C at idle with a Corsair H105 cooling it.

Your i7-4770k is a older chip with a pretty bad integrated heatspreader (IHS) and thermal interface material (TIM). Because of that Intel released the i7-4790k, with a better IHS and TIM.

If you're not happy with your temperatures, try to clean your radiator and reapply your thermal paste.

I already cleaned it and you have to consider that the fan on my radiator also acts as an outake-fan.

For some reason the CPU is under some load when in BIOS. CPU temp usually a bit higher in BIOS than in OS when idling.

That chip can get pretty hot, but I'm guessing that the cooler isn't sufficient enough to keep it at the temperatures you want. Those temperatures aren't really concerning, as someone already said, the bios puts some load under your cpu. My 6700 that normally runs 22°C idle ran 32°C in the bios.
