Yep they rolled it out like over a year ago. You can change the speed faster or slower, in fairly small increments.

 

Not that I've ever used it. For me personally, it's a pointless feature, but apparently lots of people wanted it... so YouTube listened.

It's been there for awhile. However, I think it recently became available on more videos in the past year or so.

To be able to use that feature your browser has to support html5 (i think) ;)
