I have bought some really nice cpus. I want to make 2 computer builds with 2 or 3 specific purposes.

one is specifically for windows seven pc games (lke sim city) I know the 3.4 ghz helps with video games.

the other is a audio/video production computer like a recording studio, (maybe a gaming pc)

i have alot of intel 3.40ghz and 4m cache cpus

I have one that is really a nice intel 2.40ghz 8m cache quad processor.

my question is the large 8m cache, I guessed and I think i should use it for the recording audio/video studio and that the cache would help with large video files being edited.

Should i use it for that purpose and not games like a computer that i use for work wordprocessing, audio/video production etc.?

all would have 8gb ram.

Socket 775? Are those running on DDR2? Video editing would definitely benefit from DDR3 RAM, especially in ram-demanding programs such as After Effects. Socket 775 cpus are still solid for web browsing and casual everyday tasks but I struggle to see them in gaming, especially the low-end core 2 duos and those puny pentium D's. The quads can defo run most games no problem - provided you have a good gpu ^_^.

One thing you might want to do is get a newer motherboard, socket 775 has been out for a while and many older motherboards may be coming to their end of life (capacitors drying up, components failing etc). The last time I checked there are motherboards available that can even take DDR3 RAM. I have no idea whether s775 cpus can actually take advantage of the faster speed though.

Speedtests

WiFi - 7ms, 22Mb down, 10Mb up

Ethernet - 6ms, 47.5Mb down, 9.7Mb up

Cache wouldn't be too terribly important with heavy cpu usage core count and speed are more important , what exact cpus the 3.4GHz cpu could be a p4, or a core 2 extreme.

A c2q clocked at about 3.0GHz can be okay for gaming, but don't expect video editing on it to go fast at all, if anything go for lga 1366 and dual cpus, or an i5.

sound like you have the Q6600 because that is the only quad core at 2.4GHz and 8MB L2 Cache

8GB is the max most of the older LGA system supports at that time but it also depends on the mobo used

there is a few brand new LGA775 boards for sale like the Gigabyte G41M Combo which supports both DDR2 and DDR3

I got that mobo for my Q6600 and paired it with DDR3 1333MHz DIMMs.

the CPU got a nice OC because of the RAM and went from 2.4GHz to 3GHz

the system is running Windows 8.1 with no issues

The only reason that I would consider to build a 775 socket system is if I had most if not all of the parts.  Once you start buying motherboards - memory for it you have to ask the question if the money is better spent on a newer architecture.  Also, I would only be building quad cores 775 as dual cores can go straight to recycling imo.

There is a youtube video comparing an i7-5820k vs core 2 duo in premier pro rendering time:

lookup youtube:  INTEL I7 5820K VS INTEL CORE 2 DUO / RENDER TIME TEST

5820k:  1m 37sec

core2duo: 2 hours 14 minutes

I would use the core 2 quad for the video editing computer.

my question is, would the 8 cache help with other tasks besides gameing?

like everyday work tasks and programs like dreamweaver, and adobe premiere

No, core count and frequency are what would help, and the cache wouldn't even help in gaming.
