LoL Installer downloading but progress stuck at 0.0%

So I downloaded the full client installer from LoL PH's website. After running the application for a few minutes, I noticed that it's stuck at 0.0%, but it is downloading (as evidenced by the download speed showing up). I have already disabled my firewall and AV to no avail. Please help.

Tried opening ports in your router to let the launcher connect and talk with the servers? Sometimes one needs to open ports in the router for game launchers/patchers and even things like Origin to be able to work properly.

I don't remember the newer installer looking like that, but just to be sure...

when I click leagueoflegends.com, it automatically redirects to this. (Garena is like an SEAsian Steam)

It works for me, I can download it.
