You could try booting Ubuntu on a life USB and running ClamAV to try and clean it externally

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

If you can read this you're using the wrong theme.  You can change it at the bottom.

Did this happen randomly, after a program install, etc? Have you tried swapping off the harddrive and using a different storage device and booting windows 10 ( you use windows 10 without the license, it's just that some things won't work, so I recommend making a windows 10 boot drive (usb) and installing windows as so).

Ok so I just removed everything from the hard drive instead and reinstalled windows. all i have right now is a black screen and a mouse cursor, i can ctrl + alt + delete to go to the task manager but thats about it, there in no internet explorer from which i can start downloading things from, there in no taskbar, icons nothing but a black screen. i tried restarting my computer and that did not change anything at all. rip. anyone know what i can do?

in  windows recovery there was an option to delete all programs so i did

That's not what I would say "Deleting everything", the problem still exists, the mere fact that you have a cursor in windows is fact that your problem is still there. YOU HAVE TO PHYSICALLY REINSTALL WINDOWS OR ANOTHER OS. (sorry for caps)

Im afraid you are probably going to have to do a fresh install, not sure if there is anyway to delete literally everything (including windows) on your hard drive via bios but you're gonna have to do it in order to do a fresh install. Which Windows Version is this?

ok but i have no clue how to do that

Actually you can just do this. Download windows 10 to a usb: https://www.microsoft.com/en-ca/software-download/windows10

Plug it into your PC and immediatly access bios, there choose what drive to boot to (if you need help google, still need help I ask me). There windows will install and click Custom install, there should be an option to format the harddrive you want to install onto.

If you don't have access to another computer, I honestly don't know what you can do.

Well with a working computer, download ubuntu and a windows installer and then you can fix the one that's messed up.

im downloading windows right now its taking a while, however how would it work if i dont have a key?

Yes, but you will be restricted for a couple of things, like changing the colour of your theme, it's fine. In fact, if you still have a windows 8 key that WAS the key for your previous windows 10 (the one that just f'd up) you could use that I think. (Worked for me). Additionally if you want to and your problem is fixed you can talk to a microsoft support employee and they could give you a key given the circumstance, something I've done in the past.
