Can't open basic windows apps, error states "This app can't open"

Then continues to say "Calculator can't be opened using the Built-in Administrator account. Please sign in with a different account and try again.

 

I've looked at several other forums which have gone so far as to change the registry, I've done all that and nothing seems to work. Can anyone help me with this?
