Hello.. I'm looking to make a build very soon, prior to the end of the month. A few notes to consider,  I'll be passing down a HDD for storage, so the SSD is only for boot purposes really. I plan on getting the AMD RX 480 at release.  I was hoping to keep it closer to the $600 mark, but ultimately want to make sure this will last a while...   so here is where I am at.

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Xeon E3-1231 V3 3.4GHz Quad-Core Processor  ($209.00 @ Microcenter
CPU Cooler: Corsair H50 57.0 CFM Liquid CPU Cooler  ($49.99 @ Newegg)
Motherboard: ASRock H97M PRO4 Micro ATX LGA1150 Motherboard  ($62.98 @ Newegg)
Memory: G.Skill Ripjaws Series 8GB (2 x 4GB) DDR3-1600 Memory  ($36.88 @ OutletPC)
Storage: Samsung 850 EVO-Series 120GB 2.5" Solid State Drive  ($63.99 @ NCIX US)
Case: Thermaltake VL80001W2Z ATX Mid Tower Case  ($22.99 @ Micro Center)
Power Supply: Corsair CX 500W 80+ Bronze Certified Semi-Modular ATX Power Supply  ($53.98 @ Newegg)
Other: AMD RX 480 ($199.99)
Total: $699.80

PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6500 3.2GHz Quad-Core Processor  ($149.00) (Price reflects Mobo/CPU combo @ Microcenter)
CPU Cooler: Corsair H50 57.0 CFM Liquid CPU Cooler  ($49.99 @ Newegg)
Motherboard: ASRock Z170 Pro4 ATX LGA1151 Motherboard  ($92.98 @ Newegg)
Memory: G.Skill Ripjaws V Series 8GB (2 x 4GB) DDR4-2133 Memory  ($28.99 @ Newegg)
Storage: Samsung 850 EVO-Series 120GB 2.5" Solid State Drive  ($63.99 @ NCIX US)
Case: Thermaltake VL80001W2Z ATX Mid Tower Case  ($22.99 @ Micro Center)
Power Supply: Corsair CX 500W 80+ Bronze Certified Semi-Modular ATX Power Supply  ($53.98 @ Newegg)
Other: AMD RX 480 ($199.99)
Total: $661.91

I could always start off with the stock fan on the Xeon to get me going, and make it much more comparable price wise, but I really like how much more effective my Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler  ($24.89 @ OutletPC)  has been for my current build (That will be handed down, so can't keep)   And I figured if it is only about $20 difference, why not try a closed water cooling system... it will be my first, and sounds promising!

What do you think?

You don't need water cooling for a locked cpu and You also don't need a z170 board for a i5 6500 cuz its locked also

Very good and valid points. U wont see any benefit from wasting $20 on better cooling.

Hyper evo 212 will be perfect for both of these CPUs. H97 will cost u less than Z97 and u can save around $50

Look for deals and u can be at $500 :)

Also (if you can), replace that CX powersupply, probably wont last you long. Maybe a Seasonic or fsp

I typically go with the evo 212... But have been thinking about trying watercooling, just to do it really. And maybe a bit less noise hopefully.

With the MOBO, It didn't reflect on pcpartpicker, and I forgot to update.  After rebate the - z170 is just $89.99... the off the mobo's that get me that $30 discount on the i5-6500, this one falls at the right price point. I know the Z is wasted, but if I went with another option, I would have to find a board for less than $59.99 to lower cost any.

And yea, PSU is actually something I'm researching more in depth at the moment to finalize a better option... that is actually the exact article I'm looking into.

Seasonic or Evga are best choices yes but Ive had my CX600M for 2 years now (i7+GTX 760). So unless someone is pushing that PSU to use all its power then there is no reason to be afraid.

Well, may just go with the gold ole Hyper 212 Evo then..

With either cpu, and the RX 480 claiming to be ~150 watt.. I don't foresee it going past 450 ever... I would say around the 400 mark most likely...

and actually, looking @ newegg - http://www.newegg.com/Product/Product.aspx?Item=N82E16817139147

The 550M has a rebate bringing it down to $39.99 potentially...
