Stop fans with your fingers and try booting it up without any hdd's to identify the source of the noise.

You wouldn't happen to have a chipset heatsink with a built in fan perhaps?  Or another moving part you've forgotten about like an optical drive for example?

If you stop your CPU and GPU's fan and it's still loud the PSU will be the culprit.

Bad, low efficiency PSUs have a tendency to be loud. Check to see if that one's the culprit.
