1. Budget & Location

my budget is about 3K $ but i live in Israel so everything more expansive here, i can go like .5k over 

2. Aim

i'm starting to learn programming but i want also to play games so i need to combine both (i want the 1080gtx ) 

3. Monitors

i need 1 monitor if it worth it i want 4k but what u guys recommend (the monitor is not in the budget i got like 1k for it but again everything here more expansive) 

4. Peripherals

i need an os win 10

5. Why are you upgrading?

i had an alineware m17x r4 and the GPU burned long time ago and cuz i want to lol and my current laptop Lenovo Y700 not good for the programming its crush all the time

I suggest that you wait 1-2 more weeks for the custom cooler version of the 1080, getting the FE edition right now dont really make sense, I just put one in here since it's the only one in PcPartPicker for now

For OS you can buy from ebay or something for cheaper price. Just google for it.

As for monitor... I personally dont really like 4k, I think 21:9 ratio monitor is better plus 4k dont exactly have a monitor > 60hz right now. So if you want THE best of the best monitor at 21:9 ratio, I suggest this one: http://pcpartpicker.com/product/vhkwrH/asus-monitor-rogswiftpg348q
