Do I apply the CPU Cooler with thermal paste to the CPU, or what do I attach to it for overheat prevention? Thanks.

Using whatever tube of thermal paste you have, smear some (about the size of a grain of rice) on to the CPU while it's in the socket. Once that is done, put your CPU cooler over it in correct orientation, before snapping down the clips on each corner.

If you have an AMD heatsink and it is brand new on an AMD CPU, you don't need to worry about putting thermal paste on the CPU because those CPU heatsinks come with thermal paste pre-installed.

Would the thermal paste be pre-installed in this build?

No, it wouldn't be.

Follow the instructions in the first paragraph of my first post, and you shouldn't have any issues.
