Games stutter like crazy

Here is my rig. I think my cpu is defective. I get stutters in game and out of game sometimes.

try 3dmark for graphics and passmark for cpu

Pull up Task Manager and see if anything's being pegged hard during the stuttering.

 

And just as a "dumb things to check for" check, make sure you're not running on the Power Saver profile. That will cause your CPU to live in the lowest power settings.
