Intel Core i7-6800k

I believe the Intel i7-6800k supports 28 pci lanes.  Is that enough for 2 gtx 1080s in x16?

Well, no... 16 x 2 = 32, which is more than 28

But even running cards in 8x is just fine

No, enough for a PCIE SSD and two GTX 1080s, one at 16x and one at 8x. Don't worry, though, as the difference is less than one percent.
