Fan controller will power fan with max 12V. That will be your fans max speed. If you want overvolt it, you'll need DIY solution and would likely burn motor out very quickly.

If you mean temperature sensor I put mine near my 2 rear exhaust fans. I used some prestik to stick it on some plastic by my cpu cooler. I guess where you put it is dependent on what you want to measure.

Oh yeah, forgot about the temp probe. Those things are really inaccurate and will differ from real core temps. You can get close by smashing it inside GPU cooler housing or place it on top or close to CPU. I would probably use it to check exhausting air temp ir intaking air temps.
