Doom loading screen - artifacts glitch game?

Question about videoclip with doom. Hello. Is this artifacts of something with movie clip?
I get the same thing occasionally on loading screen after death with my 980 ti . Look that white points i added arrow:

 

 

 

 

And movie with this ( 1:25:26 )

 

 

Is this game glitch or something with that quality movie?

Looks like artifacts in the webcam, he might be using a greenscreen or similair behind him that might have gotten disturbed.
