no keyboard, mouse and monitor power (there's light, and fans are spinning)

I'd upgrade that. That could be a problem. I can almost guaranty that that PSU will not output anywhere near 700W and that PSU is shit.

And the mouse and keyboard have no power over usb (no lights etc.) when the card is in?

That does kinda sound like a power issue, since the 750 ti gets all its juice over pcie (mobo isnt getting enough juice).

Do you have another card with a pcie power pin to try out?
