Most boards have at least one LED on them. I don't think I have seen one without it. 

 

Have you tried to boot it without the GPU installed?

Have you tried shorting the power switch pins? (basically to rule out the power switch itself.)

 

can you test a different PSU? or test the PSU in another system?

 

If you have confirmed that all of your power hookups are correct and the PSU works. Then I'm going to guess that your Mobo is DOA.

If you have confirmed that all of your power hookups are correct and the PSU works. Then I'm going to guess that your Mobo is DOA.

I can't try a different PSU or try it in another computer as I don't have another of either, how do I short out the pins?

Use a screwdriver or paperclip (anything metal) and bridge the connection between the two power switch pins. 

 

Do you have a buddy that you could use his system to test the PSU?

possibly but not soon, do I have it plugged in and switch on when I short the pins?
