GPUboost is doing that - BIOS mod can be done to change the boost/volt/temp tables. I flashed the BIOS on my reference card and now it never declocks as a result of heat (not that it ever gets over 45c now its under water mind you)

Just know that non-reference cards need their matching non-reference BIOS. I.E you should use a G1 gaming BIOS on a G1 gaming card - and even some different revisions of cards are not compatable with other revisions BIOS. The revision is on the PCB and the box.

 

I would suggest to read the shit out of that thread - use a BIOS editor to take the boost/volt tables from th BIOS'es listed on that thread and then open your own cards BIOS, download it to your PC, edit it to match the tables from the OC.net bios thread and then save it to your card.
