In my IT class a classmate of mine asked me to help him put together a build that would handle working in Visual C++ and Framework without issue since he doesn't have a windows pc to use. I am putting together the build for him. However he asked for it to be cheap as possible (broke college life ftw) which created my question. WIth programming in those programs and making GUI's will a serious GPU be needed or will a solid i5 build with a cheapish GPU (like a 370 4gb) be sufficient. Thank you for any advice. I am not familiar with these programs and their needs and my classmate is completely new to this kind of stuff and could not provide me with a solid answer.

It won't change (in any noticeable way).
R7 370 will by far do the job (Especially the 4gb version)

Excellent I have a spare one lying around. Thank you very much.

Most programs like that are more intensive on cpu and ram. Obviously the graphics card will help when he wants to do video playback and codec stuff, but there's no point in getting a higher spec GPU than you've already got.
What i5 are you planning to use?
RAM specs?
