is the EK kit s240 enough for a gtx 1070 and a i5 4460?

Sure, it'll work, but that is the absolute minimum recommended surface area for 2 water blocks.  If you plan to run a GPU and CPU block off of a 240mm rad, you'll need to run the fans at a constant higher speed in order to keep water temperatures down.  More surface area = less fan speed required to maintain temps.

Usually you want 120mm of rad space per component plus an extra 120mm, so a 360mm rad, but for a locked processor it's not exactly worth the money to watercool it. It may be a better option to look into say a AIO loop with the GPU and an adapter bracket when they are available.
